I also desire to refer to the Plan of soundings taken by the Government in 1888 for the purpose of the Reclamation, which shows plenty of water opposite our Godowns; and to the Plan of soundings produced by Mr. Ormsby at our recent conference in the Chambers of the Attorney General.
The Plan marked No. 2 in annexed list I should like to be returned to me, it being an original belonging to Messrs. Leigh & Orange.

Under the powers conferred upon me by section 7 sub-section (VI) of Ordinance 16 of 1889, I hereby award to Messrs. Thomas Howard and M. J. D. Stephens, lessees of Marine Lot No. 184 the sum of $15,000 as and by way of compensation for the injury that they have sustained by the Praya Reclamation Works.

I have the honour to acknowledge the receipt of your letter of yesterday's date, enclosing award made by His Excellency the Officer Administering the Government under the powers conferred upon him by section 7 sub-section 6 of Ordinance 16 of 1889, as also cheque for $15,000, as and by way of compensation for the injury Mr. Stephens and myself, owners of Marine Lot No. 184, have sustained by the Praya Reclamation Works.
On behalf of myself and co-owner, I cannot accept this award, and therefore return the cheque herewith.
I shall feel obliged if you will kindly return to me the photographs, plans, reports and papers sent to you on the 15th instant, as I require them to enable me to state our case for submission to the Secretary of State.

Stephens as lessees of Marine Lot 184 in consequence of the Praya Reclamation Works, I have the honour to transmit the enclosed award made by His Excellency the Officer Administering the Government together with a cheque on the Colonial Treasurer for $15,000.

I may remind you however that the validity of His Excellency's award is in no way dependent upon its acceptance by you or your co-owner.
